OVERVIEW:

There have been many regulatory and clinical best practice updates in recent years regarding how to best manage residents with substance use disorders (SUD) in post-acute and long-term care settings. Join the Washington State Opioid Treatment Authority and the Deputy Chief Medical Officer of the Washington State Health Care Authority to learn more about SUD, discuss updates and what you need to know to work with residents who need to continue a medication to treat an opioid or substance use disorder in your facility.

We will also be joined by experts from DSHS/ALTSA-Residential Care Services to discuss the requirements for skilled nursing facilities related to admission and care for residents with SUD. There will also be time to hear from you! We need you to ask questions and discuss perceived barriers to help inform and drive future trainings related to this topic.

Through attending this presentation, you will learn how to feel more confident to increase admissions, promote better resident outcomes, reduce liability within your organization, and to create policy and procedures to help your staff be successful when working with this resident population.

As investigations around the nation and within Washington State increase related to potential discrimination associated with denial of admission of people with SUD to long term care facilities, it is important for you to be a proactive partner to meet the needs of all residents admitted to the facility and to keep individuals with substance use disorders healthy and safe.

SPEAKERS:

Charissa Fotinos, MD, MSc | Medicaid and Behavioral Health Medical Director

Dr. Charissa Fotinos joined the Washington State Health Care Authority in October of 2013 as the Deputy Chief Medical Officer in support of the Apple Health/Medicaid programs. In August of 2021, she was named the Acting Medicaid Director, and in June of 2022, she was named the permanent Medicaid and Behavioral Health Medical Director. Dr. Fotinos is actively involved in behavioral health integration efforts with a particular focus on improving access to and care of persons with substance use and mental health disorders. She is a co-sponsor of the Washington State Opioid Response Plan.

Prior to her current position, Dr. Fotinos was the Chief Medical Officer for Public Health Seattle-King County.

Dr. Fotinos is board certified in Family and Addiction Medicine. Before joining Seattle-King County, she was a physician-faculty member at the Providence Family Medicine Residency in Seattle, Washington.

She holds a Master of Science degree in evidence-based health care from Oxford University, Kellogg College, in England and is a Clinical Associate Professor at the University of Washington in the Department of Family Medicine.

Jessica K. Blose, LMHC, SUDP, NCC, CCMHC (she/her/hers) | Washington State Opioid Treatment Authority and Manager of Behavioral Health Clinical Supports

Jessica Blose, LMHC, SUDP, NCC, CCMHC currently serves as the State Opioid Treatment Authority for Washington State. Jessica also holds a concurrent position of Manager of Behavioral Health Clinical Support for the Washington State Health Care Authority.

Prior to her current roles, Jessica also worked as a regulator of licensing and certification for mental health and substance use disorder behavioral health agencies within Washington State with the Washington Division of Behavioral Health and Recovery.

Before coming to Washington State, Jessica Blose spent her direct service counseling career in New York State holding a variety of clinical and administrative positions in integrated, co-occurring behavioral health treatment agencies that also operated both opioid treatment programs and office-based opioid treatment programs.

Jessica maintains active licensure as a mental health and substance use counselor in Washington State. She also also holds both a MS in Mental Health Counseling and an EdM in School Counseling from the SUNY University at Buffalo, in New York State.

Krystle Dykstra has a Bachelor of Arts degree in Psychology and over 17 years of experience in the mental health field. Her areas of expertise include dialectical behavior therapy, program management, working with individuals with sex offenses, working with juvenile offenders, and service planning for high-risk individuals with mental illness. Krystle’s professional experiences have also afforded her the opportunity to provide services to individuals affected by development delays and chemical dependency, as well as implementing interventions for “At Risk” youth and adults. Krystle started her career with DSHS at Echo Glen Children’s Center in 2006. From there, Krystle went on to become the Program Manager of the Transition Unit for juvenile males from 2011-2016. In 2016, she took a position as the Sex Offender Treatment Coordinator for the Pierce County Parole Office for Youth. Then in 2017, she took on the Program Director position at Special Commitment Center on McNeil Island.  While working at SCC Krystle managed the high management units for sexually violent predators. In November 2019, Krystle transitioned to ALTSA as the Behavioral Health Provider Trainer and Best Practice Specialist for Residential Care Services. Krystle has provided training for several years, including Prison Rape Elimination ACT (PREA), Dialectical Behavior Therapy (DBT), Advanced Crisis Intervention Training (ACIT), as well as various behavioral health topics to long term care providers across the state of Washington.

Molly J. McClintock, TRS, MS, ABA, is the Nursing Home Policy Program Manager with Residential Care Services (RCS). Molly has also served as other roles in RCS, including a Nursing Home Surveyor and Program Specialist in the Compliant Resolution Unit since 2013. She is also noted for her extensive experience working in nursing homes and hospitals as a certified recreation therapist and social worker. In addition, she was a Certified Professional Guardian, Social Service Consultant, Quality Intellectual Developmental Disability Professional and Emergency Medical Technician.

Molly earned her undergraduate degree at Eastern Michigan University in Recreation Therapy, and graduate degree at Purdue University Global in Applied Behavior Analysis. She enjoys running, snowmobiling, painting/drawing, and spending time with her two daughters and dog, ages 17, 12 and 4.
