Overview:

King County skilled nursing and assisted living providers are urged to participate in this important, complimentary webinar to prompt King County providers and EMS staff to work together to mitigate unwarranted use of emergency services through excellent communication, education, and established utilization strategies. During this session, presenters will:

  • Provide data regarding the use of 911/EMS services by area long term care facilities.
  • Help providers and EMS personnel understand the challenges in ensuring appropriate use of emergency services.
  • Help providers distinguish between resident emergencies and nonemergent events.
  • Discuss regulatory and practical considerations for long term care staff and EMS providers in best serving residents.
  • Identify potential solutions to decrease nonemergent 911 calls.
  • Explore possible future steps based on continued nonemergent calls.

Speakers:

Laura Hoffman, MSN, RN – LeadingAge Washington, Director of Clinical and Nursing Facility Regulatory Services brings over 20 years of registered nursing practice in skilled nursing facilities to influence policy on Federal & State clinical activities including assessment, care planning, measuring outcomes and regulatory compliance. She supports both skilled nursing facility and assisted living members. Laura has expertise in both federal 5 Star and state quality measures and assists members in understanding areas of clinical focus for improved outcomes and reduced hospitalizations. Laura assists members to improve assessment and documentation requirements using the MDS or CARES assessment tools. She also monitors and reports survey trends for members and acts as an intermediary between members and the state quality oversight agency to understand and clarify changes in regulatory expectations, including the new federal Requirements of Participation. Laura communicates the latest changes in the acute, post-acute and chronic long stay healthcare environments to members and promotes partnerships with health plans and hospital systems. She is co-lead on the Nursing Facility Cabinet and is lead on the Workforce Solutions Council finding new and innovative recruitment and retention strategies and promotes policy solutions to grow the talent available in our field.

Elena Madrid, RN, BSN – WHCA Executive Vice President for Regulatory Affairs, supports WHCA members by providing answers and insight to regulatory questions and expectations. Elena’s long and focused background in survey and enforcement as a surveyor and field manager for DSHS provide her with extensive knowledge and insight on regulatory compliance, the survey process, and policies and procedures. Elena also provides support, resources, and training regarding quality. As staff liaison to the Skilled Nursing Facility Quality and Regulatory Executive Advisory Committee for WHCA, Elena works with members to promote quality care and services at every level. At DSHS Residential Care Services where she was a field manager with oversight of assisted living and skilled nursing communities, Elena was responsible for the supervision of licensors, surveyors, and complaint investigators for assisted living communities, skilled nursing facilities, and adult family homes in eastern Washington. Elena has also worked as a director of nursing in both assisted living and skilled nursing. She is a registered nurse and brings a wealth of knowledge regarding long term care requirements and the regulatory issues affecting long term care providers. Elena is currently serving as co-chair on the AHCA Survey and Regulatory Committee and is a member of the AHCA/NCAL Quality Cabinet.

Molly J. McClintock, TRS, MS, ABA, is the Nursing Home Policy Program Manager with Residential Care Services (RCS). Molly has also served as other roles in RCS, including a Nursing Home Surveyor and Program Specialist in the Compliant Resolution Unit since 2013. She is also noted for her extensive experience working in nursing homes and hospitals as a certified recreation therapist and social worker. In addition, she was a Certified Professional Guardian, Social Service Consultant, Quality Intellectual Developmental Disability Professional and Emergency Medical Technician.

Molly earned her undergraduate degree at Eastern Michigan University in Recreation Therapy, and graduate degree at Purdue University Global in Applied Behavior Analysis. She enjoys running, snowmobiling, painting/drawing, and spending time with her two daughters and dog, ages 17, 12 and 4.

Vicki McNealley, PhD, MN, RN, WHCA Director of Assisted Living is directly responsible for supporting WHCA member assisted living providers through regulatory clarification, nurse consultation, facility system evaluation, advocacy, and education. Vicki is responsible for developing and implementing WHCA programs to support providers in these areas. As staff liaison for the Assisted Living Quality and Regulatory Executive Advisory Committee, Vicki works with members to promote quality care and services at every level. Vicki spent ten years as the assisted living director for WHCA prior to serving as the Corporate Director of Regulatory Compliance for Village Concepts for over six years. She has extensive experience as a teacher, consultant and provider, and has been involved in assisted living operations and policy work since 1999. Vicki has served as a national award reviewer for the American Health Care Association and worked closely with the American Assisted Living Nurses Association to develop its certification exam. Vicki is a registered nurse with a master’s degree in community health nursing and a doctorate degree in nutrition.

Amy Warrior is the Program Manager for King County EMS Communities of Care.  Amy works in a liaison role with BLS responders in King County and the LTCFs (ALFs, SNFs, and AFHs) in their response area. She facilitates exchange of information about services and resources outside of an emergency medical event to improve preparedness when calling 911 for EMS, and reviews the use of EMS to address when EMS is the best resource for the patient’s needs.
